Announcement Position

The Consultant will work under the overall direction of the Executive Director, and in close collaboration with the Program Manager and Program Assistant who are responsible for M&E in the project, and 6 field staff who may be assigned to assist in the collection of data. Besides this, the Consultant will communicate with a part-time Adviser, based in Phnom Penh, may also be consulted on technical aspects. Before visiting Sre Ambel, the Consultant is expected to review the background materials and discuss the assignment over Zoom with the Executive Director, Adviser, and Program Manager. The Baseline Assessment will be conducted through:

  1. Desk study, review of the TOR and other background materials;
  2. Prepare staff for conducting the household survey and data collection;
  3. Conduct the household survey and data collection together with staff;
  4. On final day of the field work, prepare a presentation of the data in Khmer in the morning and conduct a half-day workshop with staff in the afternoon to review the results;
  5. Producing the baseline report in English, including Executive Summary in English and Khmer.

After the baseline assessment, staff are expected to understand and feel confident to monitor and report on the progress of the project, and generate the monitoring data into Kobo toolbox.

The Consultant should prepare to conduct the assessment in the second week of June (starting from 12 to 16 June,2023). An estimated additional 1.5 days preparation and 2.5 days report writing may also be needed.  The final draft of the report should be submitted by 26 June 2023. The Consultant will work on location in Sre Ambel, and will be provided office space, materials, and transport to and from the target project areas. Morodok will provided office space, meeting room and materials such as marker, flip chart, LCD, etc.

Requirements

The Consultant should have: proven experience in conducting quantitative baseline assessments; familiarity with KoboToolbox or similar data collection tools; technical knowledge related to community revolving funds, rural livelihoods, natural resources management, disaster risk management and climate adaptation; competent writing skills in English; and fluency in Khmer, written and spoken.

The consultant will train, facilitate and coordinate Morodok program staff to develop new project proposal through:

  1. Desk study, review of the TOR and other background materials, and prepare for the training.
  2. Facilitating discussion among staff in the form of a training workshop on development of a new project proposal for WWF for the period July 2023-December 2025. The project proposal should be in line with the existing Morodok Strategic Plan 2023-2028.
  3. Producing a project proposal in English (key information should be translated into Khmer).

The final responsibility for editing the project proposal lies with Morodok’s Adviser, Executive Director and Program Manager. However, the major inputs for the project proposal will come from the staff with guidance from this consultancy.

After the training, staff are expected to understand and feel confident to develop output, outcome, and impact indicators and means of verification of the indicators, and feel confident to use Kobo toolbox.

The Consultant should prepare to conduct the training in the fourth week of May (22-26 May,2023) at the Morodok office located in Srae Ambel town. Morodok will provided office space, meeting room and materials such as marker, flip chart, LCD, etc.

The total fee should not exceed USD 2,400, including withholding tax or VAT.

Two positions: Program Manager and Community Facilitator

1-Program Manager (PM)

The Program Manager is senior management staff responsible for oversees 7 project staff (1 Program Assistant, 4 Community Facilitators and 2 Field Assistant) to coordinate budgeting, action planning, monitoring, evaluation and reporting on the progress of projects. The Program Manager works under the supervision of Morodok’s Executive Director, liaises with local authorities, local partners and community groups in the target districts, and facilitates the integrated implementation of all projects.

Requirements

At least 5 years’ experience in rural development work in fields of Food security/Livelihoods, Natural Resources Management Climate Change and Disaster Management. Proven senior management experiences, including project planning, proposal writing, monitoring & evaluation and reporting. A university degree in a relevant field; fluency in both English and Khmer. Proven commitment to teamwork (including leadership and staff management) and willing to work effectively with rural communities in a remote area. 2-Community Facilitator (CF)

The Community Facilitator is a full-time staff, works under supervision of Morodok’s Executive Director to liaise with local authority, local partners and community groups in the target districts to facilitate the integrated implementation of all projects. She/he will take overall management responsibility for monthly planning, budgeting, monitoring, and reporting on the progress of projects related to capacity building CBO-NREM networks, business networks, Community Revolving Fund, Community Based Ecotourism (CBET) and youth self-help groups.

Case Story: Improving Community Finance

Tumnob Rolok commune is on the coast of Kampong Som Bay in Steung Hav District. The population is mostly poor, and 80% of the people depend on fishing in the sea and seafood processing. The remaining 20% work mainly in the services sector. Their living situation is not good enough for a happy life. They fish in the sea, and they process seafood in traditional ways without the skills and techniques needed for producing foods that meet modern market requirements.

To address this situation, Morodok initiated discussions among community people to consider using community revolving funds (CRF) for the community’s development. The community people strongly supported creation of a revolving fund, and 5 committee members were elected to the CRF management committee to assist community people to get loans for improving their businesses.

Morodok provided technical support to build their capacity in financial management, loan management, and development of structures, rules and regulations for the CRF to run effectively.

Members of the CRF now have the ability to process the funds well. Community members are happy to access the funds for their small businesses.

Mrs. Si Eav, leader of the CRF, said that “Before having the CRF, community people tried to access loans from microfinance institutions where they needed to provide a certificate of property ownership. It is so difficult for poor people. Since the CRF was established, poor people can get loans from the CRF without a certificate of property.”

She expressed that “I almost did not believe myself that I can lead and manage the finances of the CRF effectively with the entrepreneur groups; but I have now obtained skills and received training in leadership, management, loan management and business skills from Morodok. I think that the CRF is good for helping poor people in my community to develop and improve their social economic development, and I will try my best to continue working with the CRF more.”

Case Story: Chroy Svay Community Fisheries

Drive about 165 km from Phnom Penh on National Road No. 4, turn right to continue for another 17 km on National Road No. 48, arrive at an intersection, and then turn left onto the red rock commune road to the Chroy Svay fishing community. The place is very attractive for local, national and international visitors because of its beautiful seaside and mangrove forest, enriched with many varieties of marine fishery resources such as shrimp, crab, snails and fish. There are around 2,000 household members in the Chroy Svay community fishery. Most of them are smallholder fishers.

“Currently, the women in my community are very busy to earn extra income through seafood processing activities. I notice that there is a remarkable increase in the number of visitors coming to our community for eco-tourism, contrib-uting to increased purchase of our community products and eco-tourism services. Thanks to Morodok for facilitation and support for the strengthening of our community fishery, establishment of eco-tourism, and especially support to seafood processing and marketing. Previously only men who caught fish with their fishing nets could make income selling their fresh fish directly to wholesalers at nonnegotiable prices. Today my community could sell both fresh and processed seafood products, not only to visitors, but also to wholesalers coming to our villages and buying the products at a better price” said Mr. Kun Hok, a leader of the Chroy Svay Community Fishery.

Mr. Kun Hok added that the Chroy Svay Eco-Tourism project also substantially contributed to increased income for his community members. The visitors can be individuals, groups, companies or organizations. The visitors can visit the mangrove forest, visit the seaside, swim, catch crabs or snails, and go fishing. The beach is close to the homestay so they can see the beautiful sunrise in the early morning and sunset in the evening. They can also order a wonderful breakfast, lunch and dinner with Khmer dishes from the community sellers.

The design of Morodok’s program was based on a needs assessment with local communities to make sure that the intervention is highly responsive to the identified needs. Morodok’s program pooled its efforts to improve the co-management of fishery resources and increase opportunities for better livelihoods through increased access to adequate skills, markets and financial services.

Case Story: Restoring Peace in Phnom Top Cheang

Waterful at Phnom Tob CheangPhnom Top Cheang is a peaceful place.  Local villagers look after a community forest on the side of the mountain and sell honey from hives placed in the forest.  A waterfall attracts eco-tourists on a regular basis.

In November 2016, the members of Phnom Top Cheang community forest were busy.  Their largest ever tourist group was about to visit: 120 Cambodian adventurers organized by the camping group Camid Explorer.  The villagers divided into separate committees.  One committee looked after administration, while a second committee prepared food.  A third committee acted as tour guides, explaining the secrets of the forest and the local flora and fauna.  Luckily for the homestay committee, who had never before looked after such a big group, the tourists brought their own tents.

Morodok assisted the villagers to prepare their eco-tourism operation: organizing meetings, building cooperation with local authorities, and providing technical support.

Phnom Top Cheang has not always been the peaceful oasis it is today.  Up until 1996, the area had been controlled by the Khmer Rouge.  After putting down their weapons under a government amnesty deal, the community faced new conflicts: with armed logging groups; with a logging company cutting timber outside of their concession area; with wildlife rangers who dismantled farmers’ cottages and fences in the state forest; and with a Chinese hydropower company that built a road through their farmland.

AFSC, the predecessor to Morodok, helped build understanding of peaceful conflict resolution methods, involving dialogue and cooperation with local authorities.  AFSC introduced villagers to the concept of community-based natural resources management, and helped the Preah Angkeo and Bak Angrut villages establish the Phnom Topcheang Community Forest.

By the time AFSC handed over the program to Morodok in 2011, some semblance of normalcy had returned to this conflict-ridden area.  This opened the possibility of opening the area’s pristine beauty to community-based ecotourism.   The villagers’ community-based eco-tourism project now has its own website ( www.cbet-ptc.org )​​.

Case Story: “White Gold from the Sea”

White Gold from the Sea

Noun Nim is 32 years old.  Noun Nim and his wife, Sorn Samin, earn their living by producing marine salt during the dry season. He inherited the skill from his parents. During the raining season, fishing crabs and mangrove lobsters is their main activity to complement the family income.

From year to year, marine salt production relies on the climate. In some years, a long dry season with excessively hot temperatures has impeded Noun Nim from producing much salt. Ob1P1AFSC has been working partnership with the Ministry of Agriculture, Forestry and Fisheries since 1982. In the 1980s, AFSC worked in mainly in community development, animal health, irrigation and water supply, in Kompong Chhang and Pursat Provinces, as well as technical capacity building at the national level. By the mid-1990s much of this work was complete. Many project activities had become sustainable or could be transferred to larger organizations then beginning to work in Cambodia.

AFSC has been working partnership with the Ministry of Agriculture, Forestry and Fisheries since 1982. By the mid-1990s much of this work was complete. Many project activities had become sustainable or could be transferred to larger organizations then beginning to work in Cambodia.

It is AFSC’s aim to focus on helping the poor to better provide for their livelihoods and assisting local authorities in areas that are not being served by another international organization. In 1997, following discussions with officials at the national level and in Koh Kong province, AFSC initiated the Integrated Sustainable Livelihoods Program in Sre Ambel and Kompong Seila districts. At that time, AFSC was the only international NGO with a project based there. Five years later, when the ISLP Strategic Plan was developed, the area continued to be underserved.

While the target districts were initially very isolated and difficult to access, they have undergone rapid change. Major demographic, political and infrastructure changes have significantly altered the socio-economic environment and the use of natural resources in the area. This had a major effect on local communities, who have always depended heavily on natural resources to survive. Main activities have traditionally been logging, collection of forest products, fishing, and basic agriculture.

The 1999 logging ban cut off an important source of income for poor local villagers. Those who remained were motivated to protect their remaining forest area. These communities faced a pressing need to find legal, sustainable ways to make ends meet. However, this transition requires a significant change in livelihood activity and resource use. In 2004, a new road was built linking the area with the Thai border, resulting in the arrival of new stakeholders [outside actors] and further changes to local market economy. Changing and often competing claims on land ownership and use have led to problems such as land speculation, illegal logging and conflict.

P1For fishing communities situated along Kompong Song Bay, significant pressure has come from illegal mechanised trawlers operating in shallow waters. The resulting decrease in fish yields exacerbated poverty and increased conflict between competing groups, especially as fish stocks in other marine areas collapsed. Villagers sought other means of survival, such as clearing forests for mangrove wood and rice fields, thus creating even more pressure on natural resources.

In parallel, the Sub-decree on Community Forestry (2003) and Sub-decree on Community Fisheries (2005), as well as the Forestry Law (2003) and Fisheries Law (2006) were passed. The drafting of these laws was a positive step towards the establishment of a legal framework for community-based natural resource management in Cambodia. Regulatory changes engaged debate and dialogue between communities, government officials and civil society. When rules are clearly understood and enforced they will help communities and officials to meet the requirements.

P1The integrated strategy carried out by AFSC in the area reflects the interconnectedness between the health of the natural environment and the wellbeing of the communities. Effective and sustainable community management of natural resources in partnership with official authorities is essential. Such collective management is necessary to protect the environment itself, to prevent conflict between groups, and to preserve people’s livelihoods, both now and for future generations.
